Will it happen? Perhaps not, but it could also generate a postelection court battle in which Democrats contend that Bustamante, and not the highest vote-getter, should succeed a recalled Davis. The recall saga is becoming more bizarre by the moment, taking on aspects of the legal conflict over the 2000 presidential election that reached the U.S. Supreme Court. And nothing is impossible.
